Dizertačná práca sa zaoberá analýzou súčasného stavu poznania v oblasti schvaľovania typov dráhových vozidiel v Slovenskej republike i v zahraničí. Taktiež analyzuje odporúčanie Komisie č. 2014/897/EÚ z 05. decembra 2014 o záležitostiach súvisiacich s uvedením do prevádzky a používaním štrukturálnych subsystémov a vozidiel podľa smerníc Európskeho parlamentu a Rady 2008/57/ES a 2004/49/ES, ktoré by malo byť návodom riešenia predmetnej problematiky. Taktiež bude potrebné brať do úvahy už aj vydanú novú smernicu Európskeho parlamentu a Rady (EÚ) 2016/797 z 11. mája 2016 o interoperabilite železničného systému v Európskej únii, a smernicu EP a Rady (EÚ) 2016/798 z 11. mája o bezpečnosti železníc.
Cieľom je zabezpečenie uplatniteľnosti interoperability (nových smerníc, nariadení, rozhodnutí, odporúčaní, a pod.) a vytvorenie metodiky schvaľovania resp. SW modelu povoľovania typov dráhových vozidiel s uplatňovaním európskej legislatívy ako pomôcky pre urýchlenie celého procesu. Ďalej sú analyzované vedecké metódy, ktoré boli v práci použité na dosiahnutie stanovených cieľov. |

A dissertation thesis deals with the analysis of existing situation on authorisation type of vehicles in Slovak Republic and foreign countries. It is concerned with the Commission Recommedation 2014/897/EU of 5 December 2014 on matters related to the placing in service and use of structural subsystems and vehicles under Directives 2008/57/EC and 2004/49/EC of the European Parliament and of Council which should be application guide for this area. Also it is necessary to respect new Directive (EU) 2016/797 of the European Parliament and of the Council of 11 May 2016 on the interoperability of the rail system within the European Union and Directive (EU) 2016/798 of the European Parliament and of the Council of 11 May 2016 on railway safety. A main goal of dissertation thesis is to ensure the interoperability (new directives, regulations, decisions, recommendations) and to create the methodology of authorisation type of vehicles especially SW model as a tool with using the EU legislation for speeding up the whole process. It contains the analysis of scientific methods which were used for the assurance of the main goals. |
