Abstract:
Quality and efficiency of the public administration is not assesse according to
adopted criteria or technical and technological innovations but always according to public
administration authorities and offices employers – civil servants activities. The decisive role
in this process is played predominantly by the level and the quality of their education which
principal is represented first of all by prefessional knowledge and skills. Simultaneously it is
not possible to reduce the education only on them. The contemporary conception of civil
servants education is regulated by law only in the case of local government civil servants.
This possible to consider the mentioned conception – according to the achieved experience –
as the necessary minimum sufficient only for the acquirement of basic proffessional
knowledge, respectively of its supplement. The step by step managerial approaches and
methods implementation in the public administration is required also by principle changes in
the leading persons – heads of authorities and offices – education. Taking the fact that the
majority of these employees is graduated from universities into account the preparation of the
management education type analogically to MBA (Master of Bussiness Administration) and
MPA (Master of Public Administration) courses seens to be the optimum.
