Abstract

The article describes various approaches to the estimation of demand for state and local services. In the absence of price signals estimation of the demand is complex and circuitous. In article some methods described in economic literature are analysed - the individual economic (preference) approach, the voting behavior of the electorate as well as of legislators and office seekers and last but not least the cost-benefit approach.
