Evaluation of Strategic Planning Process Using Analysis of Fuzzy Integral

Abstract

The paper is focused on the topic of evaluation of strategic plans on the municipality level. The evaluation of the SWOT analysis is chosen as a key aspect. On the example of the Strategic Development Plan of the city of Prague, Czech Republic, the authors try to present possible usage of the Sugeno lambda-measure and Choquet fuzzy integral methods for the evaluation. As an input served not only key aspects of the Prague's SWOT analysis but also the performance of the city evaluated by the range of experts form regional economy, urban planning, social care and regional resilience. Linguistic variables Not satisfactory, Satisfactory and Very satisfactory are used for evaluating of the city performance instead of numerical values. Yager's fuzzy ranking method was used to transform these linguistic values to crisp values. The evaluation result of analysis is the aggregation of strength, weakness, opportunity and threats.
