dc.description.abstract-translatedThe article deals with the issue of social services and with the ways of their insurance of their efficiency production and using. The concept of efficiency is based on economy and effectiveness. At the same time, this concept is further influenced with specific nature of social services. We can partially define and characterize these services as the part of public services. However, the essence of the social services exceeds the limits of public services and is becoming the private services. Rather, The production and consumption of these services is subject to the market principles. The aim of this article do not relate with the all partial elements of social services (the large diversity can cause that the securing of efficiency will be necessary adapt to these partial specifics). The point of view which is used in this article generalizes the category of social services as the specific entity and searches these services as a public service.eng
