Článek se zabývá problematikou krizového řízení na úrovni územních samosprávných celků. Článek se snaží nastínit využití systémové dynamiky pro analýzu obce jako orgánu krizového řízení. Obce a kraje jsou zákonem o krizovém řízení pověřeny k plánování, organizaci a řízení v oblasti zvládání krizí. Také jsou zavázány financovat zvládání krizových situací. Právě na tuto oblast se zaměřuje model založený na principech systémové dynamiky, který nastiňuje základní vztahy mezi jednotlivými položkami daného systému financování. |

The article deals with the issue of emergency management at the level of territorial self-government. The paper tries to outline the usage of the theory of system dynamics. We can use this theory for analysis of the municipality as the emergency management authority. The municipalities and regions are delegated by the Act on emergency management to planning, to organization and to control in the area of crisis management. These subjects are obliged to finance the control of crisis situations. Just this area is drawn in the model which uses the principles of system dynamics. This model outlines the basic interrelations among the partial elements of the system of financing. |
