Abstrakt:
In most European countries and the U.S.A. the process of transformation of the child protection system has started. It can be characterized by deinstitutionalisation, restructuring of residential care, the strengthening of preventive
measures and alternative care. The most typical is the effective programmes to strenghtes and expand foster care. In most countries strong child protection systems exist. On the one hand there is family support model and on the other hand there is the child protection model. Both of them are based on children rights but they use
different strategies. Welfare services and family support must be at the core of prevention strategies for vulnerable children and children in care. This article deals with some of the fundamental issues concerning social intervention and care of vulnerable children in foreign countries. The purpose is to describe the actual
problems of systems, changing of minds and using contemporary practises of residential care and family type care as foster care is.
