Předkládaná dizertační práce reaguje na skutečnost, ţe se blíţí termín plné liberalizace
trhu poštovních sluţeb v České republice, který je naplánován na 1. ledna 2013. Otevření trhu
konkurenci je jistě správným krokem, ale nesmí ohrozit poskytování univerzální poštovní
sluţby, které je v současnosti financováno prostřednictvím poštovní výhrady. Po ztrátě
zvýhodněného postavení stávajících poskytovatelů by se pro ně mohla stát univerzální
poštovní sluţba finančním břemenem.
Tato dizertační práce navrhuje vhodnou metodu výpočtu nákladů závazku univerzální
poštovní sluţby v podmínkách ČR a následně provádí samotnou kalkulaci. Pro určení
odpovídající hodnoty čistých nákladů závazku univerzální poštovní sluţby je třeba aplikovat
znalost stávajícího stavu problematiky v ČR i celé EU, specifik lokálního i evropského
poštovního trhu a zkušeností se stanovením nákladů závazku univerzální poštovní sluţby
v jednotlivých zemích EU.
Kalkulace výše zmíněných nákladů je provedena nejen dosud známými metodami,
které jsou pro účely tuzemské problematiky upraveny, ale i dalšími matematickými
a analytickými přístupy, např. vícekriteriální analýzou variant a metodou scénářů. |

This dissertation reacts to the fact that the deadline is approaching for the full
liberalisation of the postal services market in the Czech Republic, planned for 1 January 2013.
Opening the market to competition is certainly the right step, but must not threaten
the provision of the universal postal service, which is at present financed by means of a postal
exception. After the loss of the advantageous status of existing providers the universal postal
service could become a financial burden for said providers.
This dissertation proposes a suitable method of calculating the net costs
of the universal postal service under the conditions pertaining in the Czech Republic
and subsequently undertakes said calculation. In order to specify the corresponding value
of the net costs of the universal postal service a knowledge is needed of the current situation
in the Czech Republic and the EU as a whole, the specific features of the local and European
postal market, as well as experience with stipulating the net costs of the universal postal
service in individual EU countries.
The calculation of the costs referred to above is undertaken using not only methods
which are already well known and which have been modified for the purposes of the situation
as it exists in the Czech Republic, but using other mathematical and analytical procedures,
e.g. a multi-criteria analysis of variants and the scenario method. |
