dc.description.abstract	V práci je hlavní pozornost věnována připravenosti Integrovaného záchranného systému a orgánů státní správy České republiky na řešení radiační události typu havárie jaderné elektrárny na území České republiky. Stěžejní část práce tvoří výběr a porovnání radiační mimořádné události havárie japonské jaderné elektrárny Fukušima I v roce 2011 a simulovaného cvičení "Zóna 2015" v jaderné elektrárně Temelín. V závěru práce je provedeno zhodnocení základních postupů Integrovaného záchranného systému a havarijní připravenosti při odezvě na radiační havárii. Snížení rizika vzniku radiačních havárií na nejmenší možnou úroveň závisí na prevenci a bezpečnostních opatřeních. Mezi nezbytné předpoklady úspěšného řešení radiační mimořádné události patří vzájemná informovanost a kvalitní spolupráce provozovatele jaderné elektrárny spolu se složkami Integrovaného záchranného systému, státem a civilním obyvatelstvem. Nácvik radiační mimořádné situace vycházející z reálných podkladů a zkušeností řešení jaderné havárie ve Fukušimě I je nezbytný pro vytvoření bezpečnostních prvků a postupů pro ochranu jaderných elektráren.	cze
dc.description.abstract-translated	In the work, the main attention is given to the readiness of the integrated rescue system and the State administration authorities of the Czech Republic while dealing with a radiation event typical for a nuclear power plant accident, on the territory of the Czech Republic. The central part of the work consists of selection and comparison of a radiation accident in the Japanese nuclear power plant in Fukushima in the year 2011 and the simulated exercise "Zone 2015" in the nuclear power plant Temelin. The evaluation of the basic procedures of the integrated rescue system and the emergency readiness in response to a radiation accident is given in the conclusion of the work. Reduction of the risks of radiation accidents to the minimum possible level depends on prevention and safety measures. Included among the prerequisites for the successful solution of the radiation emergencies are mutual awareness and quality of cooperation of the nuclear power plant operator together with the integrated rescue system, government and the civilian population. Rehearsal of nuclear emergencies resulting from real experience and solutions gained in the Fukushima nuclear disaster is essential for the creation of security features and procedures for the protection of nuclear power plants.	eng
