Abstract

Public administration in the contects of public services in the countries of the EU's at all levels has the irreplaceable role. Public authorities at all levels (state, regions, cities) try to create high-quality public services. Financial possibilities of each country are one of the main factors for the development of such services where public expenditures have a significant role. This article focuses on the issue financing of public services. Attention is paid to the theoretical bases and approaches to financing of public services according to the concept of different authors and requirements of public administration. In the application part is first comparison of public expenditures in EU countries for the period 2005-2011 at the central level. The article provides evaluation of public expenditures in the EU countries in selected areas of public services (social protection, healthcare, education, general public services or other public services) both on central and local level. Subsequently, are examined relationships between public expenditures and public services in the EU countries.
