dc.description.abstractTato diplomová práce je rozdělena do sedmi kapitol. V první části se zaměřuji na charakteristiku instituce VZP. Tato kapitola dále obsahuje vymezení základních pojmů týkajících se zdravotního pojištění. Druhá část se podrobně věnuje kontrolní činnosti a jakým výsledkem může být kontrola zakončena. Třetí kapitola tvoří základ celé diplomové práce. Popisuje správní řízení, které navazuje na kontrolu v případě nedoplatku na pojistném a penále a které předchází výkonu rozhodnutí popsaném ve čtvrté části. Pátá kapitola se věnuje problematice konkursního řízení. Popisuje se zde postup Všeobecné zdravotní pojišťovny vůči hromadným plátcům pojistného, na jejichž majetek byl prohlášen konkurs. V šesté kapitole je uveden příklad z praxe, ve kterém je podrobně rozpracována kontrola fiktivního hromadného plátce pojistného. V poslední částí diplomové práce se snažím hodnotit efektivnost kontroly v návaznosti na platební morálku Všeobecné zdravotní pojišťovny. V příloze jsou uvedeny ukázky jednotlivých písemností, jež jsou součástí kontrolního případu z praxe.cze
dc.description.abstract-translatedThis thesis is divided into seven chapters. In the first part I focus on the characteristics of the General Health Insurance Company. This chapter also contains a definition of terms, which are related to the health insurance. The second section deals with the audit proceedings and with a final effect of them. The third chapter forms the basis of the diploma work. I describe an administrative procedure, which follows after the audit in case of a back insurance rate and a penalty payment, and which precedes an execution of decision that is described in the fourth part of my work. The fifth section handles the themes of competitive examinations. I explain here the way the General Health Insurance Company acts toward collective insurance payers whose propriety has been ordered bankruptcy. There is a case study in the sixth chapter in which I closely elaborate an audit process with an imaginary collective insurance payer. In the last part of the work I try to evaluate the efficiency of the audit proceedings in relation to the payment moral of the General Health Insurance Company. There are samples of various individual documents, which are related to the case study included as an appendix of my diploma work.eng
