| dc.description.abstract | Práce je rozdělena do pěti kapitol. V úvodní kapitole autor vymezuje, co chápe jako tradiční a moderní péčí o bezpečnost. Rekapituluje, proč tradiční péče přestala stačit, a v čem se změnila. Stručně seznamuje s osobními zkušenostmi, ze kterých práce vychází. Z tématu péče o bezpečnost odvozuje tři prioritní tematické oblasti této práce a hlavní cíl práce. Ve druhé kapitole autor informuje, čím přispěl do diskuzí o obsahu a podobě vysokoškolských kurzů bezpečnosti. Popisuje kroky, které vedly k vytvoření typových kompetenčních standardů péče o bezpečnost, ilustruje podobu těchto standardů, a reprodukuje výsledky použití standardů k popisu "ideálních" znalostí absolventů. Kapitola III je věnována prezentaci toho, čím se autor zabýval v oblasti analýz bezpečnosti. Rekapituluje svou účast na komerčních analýzách rizika, v popularizaci legislativy založené na riziku i v polemikách o obsahu a realizaci této legislativy. Připomíná několik zajímavých specifických úloh, jimiž se zabýval, a exkurzi do výzkumu analýz za hranicí standardní QRA. Nejdůležitějším autorovým přínosem v této oblasti se zdá být trvalé úsilí podporující aplikace kvantitativní analýzy rizika v prostředí, kde se zachází s výbušninami. Ve čtvrté kapitole autor komentuje své příspěvky k rozvoji zpětné vazby řízení bezpečnosti. Shrnuje, čím přispěl k rutinnímu provozování zpětné vazby nežádoucích událostí v jaderné energetice, zmiňuje se o své účasti v analýzách nehod mimo jaderný průmysl a upozorňuje na svůj podíl na usnadňování aplikace techniky MORT. Největší úsilí věnoval snaze o taková zdokonalení analýz kořenových příčin, která by zachovala jejich přednosti, ale zbavila by je jejich nedostatků. Rekapituluje cestu, která jej dovedla od analýzy staré havárie k navržení a propagaci postupů IPICA a IPICA_Lite integrujících důležité prvky systémových metod do analýz kořenových příčin. Za zajímavé pokládá autor i některé porovnávací analýzy, především porovnání tří nehod v dynamitkách. Poslední kapitola shrnuje dosažené výsledky. Autor vyjmenovává ty výsledky, jichž si nejvíce cení, zdůrazňuje jejich zajímavé rysy. Shrnuje svůj názor na priority. | cze |
| dc.description.abstract-translated | This text is divided into five chapters. The author specifies in the introductory chapter what he understands under traditional and modern care about safety. Recapitulates why the traditional care stopped to be sufficient and how it changed. Describes his personal experience on which this thesis is based. Derives three thematic priorities and the main objective of this thesis from the topic of care about safety. The author informs in the second chapter what contribution he brought into the discussion about the content and form of university safety courses. He describes the steps which led to the formulation of the generic competence standards for care about safety, illustrates the form of the standards, and reproduces the results of the application of standards to the description of "ideal" knowledge of graduates. Chapter III is dedicated to the author's activities in the field of safety analyses. He recapitulates his involvements in commercial risk analyses, in the promotion of risk-based legislature, and in the polemics about the content and implementation of this legislature. He mentions several interesting specific tasks, which he has dealt with, and the excursion into the research of analyses beyond the borders of standard QRA. His continuous effort supporting the applications of quantitative risk analysis in the environment where the explosives are handled seems to be his most important contribution in this field. In the fourth chapter, the author comments his contibutions to the development of safety management feedback. He summarises how he contributed to the routine operation of indesirable events feedback in the nuclear industry, mentions his participation in the analyses of incidents outside the nuclear industry, mentions his participation in the analyses of incidents outside the nuclear industry, and draws the attention to his share in making the application of the MORT technique easier. He has devoted most of his effort to such improvements of root cause analyses that would preserve their charms but would remove their deficiencies. He recapitulates the path that has led him from the analysis of the ancient accident to the design and promotion of IPICA and IPICA_Lite procedures which integrate the important elements of systemic methods into the root cause analysis. Also some comparative analyses are onsidered to be interesting, especially the comparison of three accidents in dynamite production plants. The last chapter summarises the achieved results.
