Up to now, the finishing reform of public administration has been raising many questions. The most serious ones concern its effictiveness. The specific area of public administration is social - law protection of children and its significant part - substitute family care. The contribution deals with risks related to the execution of social - law protection of children realized within the model of institutionl interconnection of civil service and self-government.
