dc.description.abstract-translated	The Czech Republic and most of the EU member countries are developing their internal processes towards transparency and accountability. Where all stakeholders understand what was to be done, what have been done and what is not done, questions related to the strategic planning document. The main aim of this dissertation is the development of a model to measure progress of the local government in achieving the goals and objectives stated in the strategic document and to adopt systematic decision making in the public sector in solving problems.	eng
