dc.description.abstract In the paper the importance of regional innovation systems and learning regions in regional development is discussed. The basic notions of regional innovation systems and learning regions are presented. The indicators are proposed for the measurement of learning regions’ characteristics. Additional input variables (social inclusion and social capita) are proposed compared to previous studies. Moreover, the other characteristics of learning region are quantified using economic, R&D, and educational indicators. The selected indicators are presented by means of geographic information systems. eng
