| dc.description.abstract |
Bakalářská práce je zaměřena na současný problém zadlužování obcí. Finanční prostředky, prostřednictvím kterých mohou územní samosprávné celky zvyšovat své příjmy, jsou základem pro podrobnější sledování finanční situace. Důsledkem jejich využívání se mohou obce nejenom ekonomicky rozvíjet a zvyšovat tak kvalitu života svých občanů, ale také působit na demografické faktory. V úvodní části se seznámíme s charakteristikou obce, municipálním rozpočtem, druhy finančních prostředků a s možnou regulací obecního dluhu. V závěru je pozornost zaměřena na analýzu vybraných obcí z kraje Vysočina, které prokázaly schodek v rozpočtu, a to pomocí již méně využívaného ukazatele dluhové služby a novější metody monitoring dluhu obcí SIMU 2008. |

The bachelor work called focuses on the current problematic of indebting of municipalities. The financial resources used by municipal corporations to increase their incomes form the basis for the more detailed survey of their financial situation. Via using these resources the municipalities are enabled not only to develop economically, thus increasing the standard of living of their citizens, but as well to effect demographic factors. The introductory section introduces the characteristics of municipalities, their budgets, types of financial resources and the eventual regulation of municipality debt. The final section deals mainly with the analysis of chosen municipalities of region Vysočina which recorded budgetary deficit. The analysis was made by means of nowadays less used indicator of debt service and the newer method of monitoring of municipal debts SIMU 2008. |
