    V rámci systémového inženýrství jsme propracovali metody řízení projektu pro zajištění požadovaných změn v systémech. Řízení rizika se přitom snaží snižovat možnost či pravděpodobnost výskytu událostí, které by přinesly nežádoucí, nepředvídané nebo nepředvídatelné důsledky. Krizové řízení soustavně přistupuje k prevenci a řešení pohrom, katastrof a krizí různého rozsahu. Bez krizového řízení si dnes nelze představit udržitelný rozvoj regionu.

    The practical work combines elements of practice's training and academic courses. The idea is not depend always from the teacher, but more from the students. This method should be better for the students because that will help them to remind more the materials and increase the knowledge and ability to resolve new problems. Participation is a most, proactive behavior by the student, presentations, group work, case studies and approbation of the test.

    At the beginning the management expansion dutiny the 20th century is described. Then the 21th century is shown in agreement with ideas of recognized futurologists and management leaders. Then the public sector's defined more precisely and furthermore the five basic managerial functions are summarized and completed with their major principles. In the second part of the paper innovations in public sector institutions are analyzed and the parts of innovation implementation and innovation acceleration are emphasized.
