Tato bakalářská práce se zabývá elektronickými systémy pro oběh dokumentů (spisové služby). V práci je přiblížen pojem spisové služby, její obecný popis a možné formy jejího vedení včetně legislativní úpravy oblasti spisové služby. V samostatné kapitole je provedeno vyhodnocení dotazníkového průzkumu trhu zaměřeného na používané elektronické systémy spisové služby v ústředních orgánech státní správy. Navazující kapitola je věnována příkladu využití konkrétního elektronického systému spisové služby na Ministerstvu dopravy, kterou je elektronická spisová služba IS EssTer. Tato kapitola je věnována rovněž popisu charakteristiky života dokumentu v informačním prostředí Ministerstva dopravy a popisu toků dat. V práci jsou rovněž uvedeny některé návrhy na možné rozšíření elektronické spisové služby IS EssTer. Nechybí ani zhodnocení změn a to s pozitivním i negativním dopadem, jaké mohou být spojeny se zavedením elektronického systému spisové služby s ohledem na zkušenosti písemného vedení spisové služby. |

The bachelor work deals with electronic systems for circulation of records (service record). It explains the concept of the file register itself, its general description and the possible forms of its administration, including the legislative regulations of file register field. A separate chapter evaluates the results of the market analysis conducted by questionnaires, focusing on the electronic file register systems used in the central authorities of public administration. The following chapter deals with the use of a specific electronic file register system used at the Ministry of Transport, the electronic file register IS EssTer. This chapter describes the characteristics of a document life cycle within the information environment of the Ministry of Transport as well as the data flows. The bachelor work introduces several proposals of further extension of the electronic file register IS EssTer. It also provides an evaluation of changes, both positive and negative, that might result from an introduction of an electronic file register system, based on the experience with a written form of file register. |
